
The Government
The Lelu Town Charter stands as the supreme law of the municipality, guiding governance and ensuring accountability to the people. Rooted in tradition yet oriented toward progress, the Charter establishes the framework for leadership and service.

​The Charter’s Mandates
Three Branches of Government:
• Executive Branch – The Mayor’s Office, responsible for administration and implementation.
• Legislative Branch – The Council, responsible for lawmaking and oversight.
• Judiciary Branch – Mandated by the Charter but not yet established, due to budgetary constraints.
Currently, the Executive and Legislative branches are active, while the Judiciary remains a future goal.

The Executive Branch
The Executive Branch is led by the Mayor and organized into divisions that ensure the smooth functioning of town services:
Division of Administrative Support
• Office of the Treasury – Manages finances, revenues, and expenditures.
• Office of Project Development – Oversees planning, innovation, and community projects.
• Office of the Secretary – Provides clerical support, records, and communication.
Division of Public Works
• Heavy Equipment Operators – Maintain infrastructure and support development.
• Plumbers – Ensure water systems and sanitation.
• Carpenters – Build and repair community structures.
• Janitorial Services – Uphold cleanliness and public health.
Public Safety
• Office of the Sheriff – Protects citizens, enforces laws, and maintains peace

​The Legislative Branch
The Legislative Branch of Lelu Town Government is composed of seven Council Members, each elected by the people to serve a four-year term. Together, they represent the collective voice of the community, shaping laws, policies, and resolutions that guide the town’s future.
Leadership Structure
Within the Council, leadership is organized to ensure effective deliberation and oversight:
• Chairman – elected by the Council Members themselves, presides over sessions and provides overall leadership.
• Vice Chairman – supports the Chairman and assumes duties in his absence.
• Floor Leader – manages debates, coordinates legislative priorities, and ensures orderly proceedings.
• Committee Chairmen – specialized leadership roles overseeing key areas of governance:

• Ways & Means (W&M)
• Health, Education, Social Affairs (HESA)
• Resources & Development (R&D)
These committees allow the Council to focus on specific domains, ensuring that legislation is thorough, responsive, and aligned with community needs.
Clerical Support
The Council is supported by two essential staff members:
• Chief Clerk – responsible for maintaining official records, preparing agendas, and ensuring the smooth conduct of Council business.
• Associate Chief Clerk – assists in documentation, communication, and administrative duties, strengthening legislative efficiency​

The Judiciary Branch
Though not yet established, the Judiciary is envisioned as the third pillar of governance. Once funded, it will provide impartial justice, safeguard rights, and uphold the Charter’s principles — completing the balance of powers mandated by law.
