Preamble
We, the people of Lelu Town, affirm the values that guide our community. We believe in God, uphold loyalty to our government, cherish devotion to our families, and seek to live in peace under a government that serves our common good.
We declare our commitment to human rights and the equal dignity of all men and women. We strive to live together in harmony, advancing the welfare and prosperity of our people.
We dedicate ourselves to protecting the natural beauty of our island and preserving the traditional way of life that we hold dear.
We recognize Lelu as the heart of Kosrae’s traditions and culture. The heritage and spirit of our ancestors inspire our resolve to establish and sustain our Town Government under this Charter.
We acknowledge that our community is increasingly connected to the wider world of state and national affairs, with their inevitable influences. Therefore, we pledge to remain vigilant in balancing tradition with modern change, ensuring that our culture and customs endure. With each passing day, our cherished traditions and unique identitygrow ever more precious to us.
We, the people of Lelu Town, through this Charter, pledge to safeguard all that is sacred to our community. We affirm that our shared aspirations can be achieved through active participation in the democratic government we now establish, a government that reflects the will and common resolve of the people of Lelu.
With gratitude for the abundant blessings of our omnipotent Creator, we believe that Lelu Town shall always uphold and promote the general welfare of its people.
In pursuit of these common goals, and in our desire to live in peace and harmony, we, the people of Lelu Town, unite to embrace and uphold this Charter.

ARTICLE I. SUPREMACY
Section 1.
This Charter shall serve as the supreme law of the Lelu Town Government. Any governmental act that conflicts with this Charter is invalid to the extent of such conflict.

ARTICLE II. GOVERNMENT
Section 1.
The Municipality of Lelu shall also be known as the Municipality of Lelu Town. The Government of Lelu Town shall also be referred to as the Lelu Town Government.
Section 2.
The Lelu Town Government shall consist of three branches: Executive, Legislative, and Judiciary.

Section 3.
A flag, seal, and anthem for the Lelu Town Government shall be established by ordinance.

ARTICLE III. EXECUTIVE
Section 1.
The Chief Executive of the Lelu Town Government shall be the Mayor. The Mayor shall serve a four‑year term and may not serve more than two consecutive terms or a total of eight years.
In the event of a vacancy in the Office of the Mayor, a new Mayor shall be elected through a special election to serve the remainder of the term of the predecessor. If the remaining term is less than one year, the Mayor shall be appointed by the Lelu Town Government.

Section 2. It shall be the duty of the Mayor to execute and implement provisions of this Charter.
Section 3. The Mayor may not hold another public office or employment when he is holding the position of Mayor.
Section 4. A person is ineligible to become Mayor unless he is forty years of age, registered as a citizen of Lelu, residing in Lelu not less than five years before the election, a registered voter and has not been convicted of a felony without having received a pardon one year before election.
Section 5. It shall be provided by ordinance that the Mayor shall prepare and present a report on the improvements and needs of the government to the Council, Executive, Judiciary and the people of Lelu so that they may know of the assistance needed by the government.

Section 6. If the Office of the Mayor is vacant, or the Mayor is unable to perform his duties due to his illness or other reasons, he must appoint a member of the staff of the Office of the Mayor who is able and has the qualifications for mayorship to perform his duties until he is able to reassume his duties.
Section 7. In the event the Mayor dies, is seriously ill or disappears and/or cannot complete his term in office, and if the remaining portion of that term is less than one year, the Chairman of the Council shall nominate a new person to fill and to serve the remaining portion of the term with the approval of two-thirds of the members of the Council.
Section 8. The Mayor shall have the power to veto a bill enacted by the Sroasr

Masap which has been presented for his approval. The Mayor must inform the Council of his objections within twenty days after receiving the bill and he must return it to the Council no later than ten days after vetoing it with his objections. The Mayor shall have the power of a line item veto.
Section 9. The appointment of staff to work in the Office of the Mayor shall be accomplished by ordinance.
Section 10. The appointment of personnel to enforce the Charter and the ordinances of the Lelu Town Government shall be made by the Mayor with the approval of two-thirds of the members of the Council.
Section 11. The Mayor must keep accurate records and protect all property, including funds, of the Lelu Town Government.

​Section 12. The salary of the Mayor shall be prescribed by ordinance. The salary of the Mayor may not be increased during his term of office. The salary of the Mayor may be decreased if so required.
Section 13. The Mayor of Lelu may be granted an authorization to borrow money for Lelu Town Government through legislative actions. The Lelu Town Council will enact ordinances to further regulate and control all Town Government borrowings.

ARTICLE IV. LEGISLATIVE
Section 1. Ordinances of the Lelu Town Government shall be enacted by the Lelu Town Council.
